The wider labour market is easing, while scarce combinations of technology, operations, finance and delivery remain decisive for critical key positions.

Investment discipline calls for connective leadership.
Dutch industry expects to invest three per cent less in 2026. When fewer projects receive an automatic green light, leaders who can combine technical feasibility, operational continuity, quality, value-chain risk and financial return become more valuable. This combination is scarce across all GHG fields: industrial services, manufacturing, high-tech, regulated environments, technical trade, logistics and specialist shipbuilding.
Statistics Netherlands · Industrial investment expectations 2026 ↗Fewer vacancies, while labour-market pressure edges up again.
375K
In Q2, the number of open vacancies fell by 3,000 to 375,000. At the same time, the number of unemployed people fell by 17,000.
The wider vacancy market is slightly smaller, but finding experienced leaders and specialists does not automatically become easier. Critical roles still require targeted market access.
Statistics Netherlands · Labour market Q2 2026 ↗Industry is growing, with machinery as the clear outlier.
+4.6%
Industrial production in June was 4.6 per cent higher than a year earlier. Machinery output grew by 26.2 per cent, while total production fell by 1.3 per cent compared with May.
Growth is real, but uneven. Scaling in machinery especially calls for leaders who can manage capacity, supply chains and returns together; targeted selection remains just as important in other industries.
Statistics Netherlands · Industrial production · June 2026 ↗Cybersecurity becomes a board responsibility on 15 August.
8,000+
The Cybersecurity Act enters into force on 15 August 2026. More than 8,000 organisations will face registration, duty-of-care and incident-reporting obligations. Boards become ultimately accountable for managing cyber risk.
For affected organisations in transport, energy and digital infrastructure, this is not an IT issue alone. It calls for leaders who can connect cyber risk, operations, suppliers and continuity in a manageable way.
NCTV · Cybersecurity Act from 15 August 2026 ↗Trade remains the largest vacancy market.
70.5K
In Q2 2026, 70,500 vacancies were open in trade. The volume is substantial, but says little about the availability of experienced leaders with technical and commercial depth.
More vacancies mainly mean more competition for proven talent. Targeted selection and a substantive personal approach remain decisive.
Statistics Netherlands · Vacancies by industry Q2 2026 ↗New investment headroom for technology and industry.
€29.3M
From 3 August, €29.3 million will be available to Seed Capital funds, including €11.3 million for dual-use technology start-ups. At the same time, €318.239 million in compensation opens for the higher electricity costs of energy-intensive industry.
Capital and cost compensation create room for innovation, decarbonisation and scale. The leadership challenge follows: translating investment into industrialisation, commercial growth and a scalable operation.
RVO · Seed Capital 2026 ↗RVO · Industrial electricity-cost compensation ↗Greater supply calls for sharper selection.
393K
In June 2026, 393,000 people were unemployed, equal to 3.8 per cent of the labour force. At the same time, UWV reports that almost half of vacancies in 2025 remained difficult to fill because of limited response, knowledge or experience.
A larger general labour supply does not automatically reduce scarcity in proven senior expertise. For key positions, the quality of the initial market selection remains decisive.
Statistics Netherlands · Unemployment June 2026 ↗Headline labour-market pressure edges up again.
95
As unemployment fell, the Q2 ratio rose from 91 to 95 vacancies for every 100 unemployed people.
The relevant question is shifting from how many people are available to who has already carried the required complexity. This makes substantive market selection more important.
